A strong PCA connects each material issue to evidence, impact, recommendation, time horizon and — when included — a cost assumption.
The baseline process
ASTM E2018-24 describes document review, interviews, site reconnaissance and a property condition report. Exact scope remains agreed between the parties.
Physical deficiencies
The report seeks conditions requiring immediate correction, replacement of components apparently near the end of useful life and significant deferred maintenance.
Probable costs
Estimates are opinions for planning. They should identify their basis and limitations; they do not replace contractor bids based on plans and specifications.
What may be added
Environmental assessment, specialized reviews, thermography, roof inspection, fire protection review, energy analysis or accessibility may be added when they support the client’s objective.
