Observe before estimating
- The extent of replacement must be defined from documents and observable conditions. When quantity or remedy remains uncertain, the estimate should disclose that uncertainty.
Classify time horizons
- Immediate interventions generally concern safety, interruption of an essential service or active deterioration. Short-, medium- and long-term horizons then distribute maintenance and renewal.
Understand deferred maintenance
- Deferring maintenance does not remove its cost. It may accelerate deterioration, increase interruption risk and turn a localized repair into broader replacement.
Separate condition from cost
- A technical finding explains condition and impact. Cost assessment identifies unit, quantity, reference price, inclusions, exclusions and contingencies. This separation makes the plan auditable.
